Samurai Jack was paying true homage to anime, he even had a Totoro type creature in one ep in a later season. Tatarofsky didn't borrow blatently like the makers of Teen Titans did. He created a character from his favorite synthesis of things, and made a world that he could adventure in that made the whole anthology of SJ so enjoyable. *sighs gustily*
There was another one later on where he accurately used pieces of japanese culture as well.The ending of the broken sandal episode. That's what i mean by true homage to something.
